The difference is that a W3C specification is a document which goes along the Rec Track AND has been through all the steps toward Recommendations (it means implementations and public review).&lt;/p&gt;&lt;p&gt;An incubator group is a setup between a few companies/organizations which are member of W3C. They are working solo without any support of W3C employees (around 65). It's very short, usually one year. They decide to explore a topic, collect their practices and eventually make a report with it. It is what is emotionml document. It is not a new exploration. The people involved in this work have been doing that for a long time outside of W3C before.
